Maybe I think They lived in shanties because Indians are minor poor social members at that time. They not only have different culture and lower economic level from the white People but also have different race. They unavoidably lived isolated from the era of social. Because of this, they have no choice but to live in shanties.

The word means that a safe life is impossible in there. other words, indians live in The crumbling house. It seems very precarious and miserable.
