With the 10.0.7 change, the rewards from the questline, as well as the baseline Balance of Power Artifact Weapon appearances will now be unlocked for all characters on your account. This means completing the questline on one character will unlock the base tint from the Balance of Power questline to all alts on their respective classes on your account.
