The implication I took away is that, even in life, Sylvanas had a tendency to consider others to be expendable to meet her goals. Edge of Night makes a specific point about her vanity and more or less her ego during one of the flashbacks.
The shift from arrows to bulwark is an expression of how the Forsaken are of use to her. Initially, they were arrows to throw at Arthas, but now they're her shield. She's always been using them, her suicide proves it. It's just the capacity that has changed.
